In October 2009 their number has made 1,4 million persons. This group of the unemployed is formed mainly from among youth (19% - at the expense of youth till 20 years old, 53% - from 20 till 24 years old, 14% - 25−29 years old).

In October 2009 among the unemployed the share of the persons who have left a former place of work in connection with liberation or reduction of number of workers, has made 27%, and a share of the persons who have left a former place of work in connection with dismissal at own will — 21,4%.

Part 3. Perspectives and methods of unemployment in Russia

W ithin the policy against increase of a rate of unemployment Russian Government has developed special anti-recessionary measures. I n the State Duma of the Russian Federation the bill in which it is offered to increase the unemployment benefit has already been introduced. I n 2009 according to norms of the bill the unemployment benefit will be received by the citizens who have left not only on job cut, but also at own will. I ncrease of the unemployment benefit is essential.

E arlier unemployed could receive only 1275 roubles within 6 months. A t coming into force of the new law the people who have remained without work, will receive the whole year the grant at a rate of 75% from the earnings, however not exceeding 4900 roubles. The official price of the state support of a labour market will make roughly 10−50 billion roubles.

Such amplitude in program costs is connected with the following — to predict a rate of unemployment in the Russian Federation is difficult, because it is not possible to say how the contemporary world crisis will be developed.

According to the forecast of macroeconomic development of the country the deputy minister of economy Andrey Klepach cites the following predicted data: unemployment growth in Russia can reach in 2009 7,4%, and total number of the people who have lost work in connection with crisis, could reach 5,4 million persons.

Conclusions

The questions of unemployment are very important for the state authorities, because they reach the radical interests of all levels of population. The active state policy in sphere of employment and labour relations is necessary.

Economists study unemployment for understanding its reasons, and also for perfection of measures of the state policy influencing employment. Some of government programs, for example, programs on professional retraining of the unemployed, facilitate possibility of their future employment. The variety of other government programs influences a rate of unemployment indirectly. For example, the majority of economists considers that the laws providing high minimum wages, conduct to unemployment growth.

Nowadays in the terms of world crisis that reflected all spheres of Russian economy a big number of people lost their work. It influences the growth of unemployment rates. However it is needed to say that during 2000th unemployment in Russia became lower (the lowest rate was made in 2007). So, it means that state labour policy was quite adequate.

The presented in this paper statistics demonstrates that the number of unemployed is higher among men, women unemployment about 5% lower.

The comparison between urban citizens and rural population shows the difficult situation in rural regions, its rates of unemployment considerably higher. The main reasons are not only the contemporary crises, but the common process of last years — closing the big numbers of enterprises.

Russian Government is facing a difficult situation during last two years, however it developing different support and benefit programs.
