The main direction of development of Local self-goverment legislation (in Russia)

One of the activities of the Ministry is to provide methodological support to local self-government bodies.

In order to execute this, there was created a web-site «Development of Local Self-Government in the Moscow region» which in addition to guidelines posts current information on the state of municipal legislation, news and other relevant information.

Conclusion

The legal basis of the local self-government in the Russian Federation is not very old in tradition but quite extensive. It includes the following:

Constitution of the Russian Federation (Chapter 8, articles 130−133);

FZ-131 «On General Principles of Local Self-Government in the Russian Federation» (revised regularly);

on the international level Russia has signed «European Charter of Local Self-Government» which was ratified in FZ 55 from April 11, 1998 «On the Ratification of European Charter of Local Self-Government «.

In addition to that, FZ-131 is constantly improving.

On the whole the subject of local government enjoys a lot of attention in all branches of government and media. Numerous, and most importantly, regular, social events and discussions, in accordance with the law, are conducted together with the elections to the local self-government bodies. This means that there are real elected people to lead the processes in local self-government. There is also some administrative units and budgets for local self-governments. Thus, all formal legal and economic attributes necessary for the existence and functioning of the local self-government in Russia are already in place.
